RESUMO
O Qualis periódico é importante medidor da produção docente no Sistema de Avaliação da Pós-Graduação brasileira, já que o que se mede é o prestígio da revista científica onde os professores/autores publicam. No entanto, a investigação realizada demonstra que, ao exigir regras e procedimentos para os veículos de comunicação acadêmica, o medidor orienta ações dos editores na busca pela qualidade de suas revistas. No decorrer dos últimos nove anos, o sistema avaliativo – sob a responsabilidade da Coordenação de Aperfeiçoamento Pessoal de Nível Superior – foi passando por diversas transformações, incluindo mudanças de critérios qualitativos. Nesse sentido, a presente pesquisa objetivou em investigar o Qualis Periódicos como medidor da produção docente no Sistema de Avaliação da Pós-Graduação em Educação no Brasil, induzindo a melhoria das revistas científicas classificadas pela CAPES. Sob este aspecto, a investigação abriu duas frentes de análise: a primeira voltada à recuperação histórica do instrumento Qualis Periódicos, dentro da Área de Educação, utilizando-se para tal os documentos oficiais produzidos e a bibliografia pertinente ao tema; a segunda frente de análise se direcionou para entrevistas com dirigentes de revistas científicas brasileiras, estruturadas a partir de três categorias: o papel do Editor; a dinâmica das Práticas Editoriais; e o papel do Qualis Periódicos. Como resultado, foi possível: indicar melhorias no processo editorial através de estratégias utilizadas pelos editores, a partir das diretrizes contidas no Qualis. Foi possível verificar o fortalecimento da organização entre os editores, com: reestruturação de suas representações; maior comunicação, via correio eletrônico; produção e maior envolvimento em debates nacionais sobre a questão da avaliação; estruturação de pesquisas e análises; utilização das redes sociais; realizações de cursos de formação profissional, ações estas que visaram aumentar a visibilidade dos periódicos científicos nacionais e aprofundar os temas da avaliação e da editoração científica.

ABSTRACT
Qualis Periódicos is an important measure of teaching production in the Brazilian Postgraduate Assessment System, since what is measured is the prestige of the scientific journal where professors/authors publish. However, the investigation carried out demonstrates that, by demanding rules and procedures for academic communication vehicles, the meter guides editors' actions in the search for the quality of their journals. Over the last nine years, the assessment system – under the responsibility of the Higher Education Personal Improvement Coordination – has undergone several transformations, including changes in qualitative criteria. In this sense, the present research aimed to investigate Qualis Periódicos as a measure of teaching production in the Post-Graduation Evaluation System in Education in Brazil, inducing the improvement of scientific journals classified by CAPES. In this regard, the investigation opened two fronts of analysis: the first focused on the historical recovery of the Qualis Periódicos instrument, within the Education Area, using the official documents produced and the bibliography pertinent to the theme; the second front of analysis was directed towards interviews with directors of Brazilian scientific journals, structured from three categories: the role of the Editor; the dynamics of Editorial Practices; and the role of Qualis Periódicos. As a result, it was possible to: indicate improvements in the editorial process through strategies used by editors, based on the guidelines contained in Qualis. It was possible to verify the strengthening of the organization among the editors, with: restructuring of their representations; greater communication, via e-mail; production and greater involvement in national debates on the issue of evaluation; structuring research and analysis; use of social networks; realization of professional training courses, actions that aimed to increase the visibility of national scientific journals and deepen the themes of evaluation and scientific publishing.
