| Resumo |
Resumo: O sistema educacional brasileiro tem buscado alternativas de mudanças para tornar-se inclusivo no que concerne a acesso, permanência e aprendizagem para os alunos Público Alvo da Educação Especial (PAEE): alunos com deficiências; transtornos globais do desenvolvimento (TGD); e altas habilidades/superdotação, em ambientes comuns de ensino. A Política Nacional de Educação Especial na perspectiva de Educação Inclusiva de 2008, estabelece o Atendimento Educacional Especializado (AEE) organizado nas Salas de Recursos Multifuncionais (SRM) como um aliado para o processo de inclusão. Mediante a necessidade de reorganização da escola na perspectiva da educação inclusiva, o Ministério Público de uma cidade de porte médio no interior do Estado de São Paulo propôs, por intermédio do GEDUC (Grupo de Atuação Especial de Educação), parceria com três 3 universidades públicas da região, a saber, Universidade de São Paulo – USP, Universidade Federal de São Carlos – UFSCar e Universidade Estadual Paulista – UNESP, no sentido de promover a discussão com 22 municípios pertencentes à jurisdição daquele Ministério Público, sobre a Educação Especial na perspectiva da Educação Inclusiva. O objetivo geral deste estudo foi analisar a criação e organização dos serviços de Educação Especial nesses municípios. O estudo caracteriza-se como uma pesquisa qualitativa. Através dos relatos dos representantes dos municípios participantes foi possível analisar a criação dos serviços de Educação Especial e a organização atual dos mesmos. A análise dos dados permitiu evidenciar quais os serviços ofertados e consequentemente o caráter paradigmal desses. Os resultados permitem dizer que, encontramos grandes avanços nos ambientes escolares, digamos que na sua criação, tratava-se de caráter segregacionista e nos dias atuais, trata-se de caráter inclusivo, contendo Atendimento Educacional Especializado em escolas regulares a fim de garantir o acesso à educação para o PAEE.

Abstract: The Brazilian Educational System has been seeking alternatives for changes to become inclusive with regard to access, permanence and learning for students Target Audience of Special Education: students with disabilities; global developmental disorders; and high skills / giftedness, in common teaching environments. The National Special Needs Education Policy in the perspective of Inclusive Education 2008, establishes Specialized Educational Service organized in the Multifunctional Resource Rooms as an ally for the inclusion process. In terms the need to reorganize the school from the perspective of inclusive education, the Public Ministry of a medium-sized city in the interior of São Paulo state proposed, through the Special Education Group, a partnership with three public universities of the region, namely, University of São Paulo - USP, Federal University of São Carlos - UFSCar and State University Paulista - UNESP, in order to promote the discussion with 22 municipalities belonging to the jurisdiction of that Public Ministry, on Special Needs Education from the perspective of Inclusive Education. The general objective of this study was to analyze the creation and organization of Special Needs Education services in these municipalities. The study is characterized as a qualitative research. Through the reports of the representatives of the participating municipalities, it was possible to analyze the creation of Special Needs Education services and their current organization. The analysis of the data allowed to emphasize which services were offered and, consequently, their paradigm character. The results suggest that we have found great advances in the school environments. We could say that, in its creation, it had a segregating condition and currently it has an inclusive condition, having Specialized Educational Attendance in regular schools with the purpose to guarantee access to education for the PAEE.
