RESUMO
Este estudo tem como objeto de pesquisa a avaliação institucional empreendida pelas Instituições de Educação Superior em atendimento as exigências do Ministério da Educação, por meio do Sistema Nacional de Avaliação da Educação Superior (SINAES). Consiste na interlocução com o debate sobre a avaliação da educação superior, no que se refere à reflexão a respeito das possibilidades e limites dos instrumentos do SINAES no desenvolvimento de Avaliação Institucional das Instituições de Ensino Superior. Para o desenvolvimento da pesquisa têm-se as seguintes questões de pesquisa: Os Relatórios de Avaliação Institucional Interna da Universidade Estadual de Goiás (UEG) possuem clareza e apresentam oportunidade de disseminação e utilização dos resultados pela instituição, possuem informações válidas e confiáveis e tem utilidade para a instituição, conforme atributos e padrões da meta-avaliação? Para responder a essa questão apresenta-se o objetivo de analisar e discutir os dados apresentados nos Relatórios de Avaliação Institucional Interna, por meio dos atributos e padrões da meta-avaliação. Foi empreendido um estudo bibliográfico com os eixos do aprofundamento teórico organizados com foco nas concepções de universidade, estado avaliador, regulação, histórico e concepções de avaliação institucional e meta-avaliação. A pesquisa empírica desenvolveu-se por meio da análise dos Relatórios de Avaliação Institucional da UEG, no período de 2012 a 2014, em relação com os padrões que orientam a meta-avaliação, apresentados pelo Joint Committee (1994), visto que são os indicadores que mais convergem com as orientações do SINAES e com as teorias sobre avaliação institucional. Utilizou-se a análise de conteúdo para descrever e interpretar os relatórios citados anteriormente. Tratou-se de uma pesquisa teórico/analítica, de análise qualitativa. Acredita-se que a meta-avaliação seja compatível com a necessidade de acompanhamento e avaliação dos procedimentos e resultados apresentados pela avaliação institucional. Considerando as questões levantadas anteriormente apresentou-se e confirmou a Tese de que a Meta-avaliação constitui-se em um procedimento de reflexão e qualificação da Avaliação Institucional Interna da UEG. Assim, este estudo poderá contribuir para o aprimoramento das ações institucionais por meio do acompanhamento e da revisão do objeto avaliado, ao desvelar os pontos considerados como acertos e as dificuldades na realização da avaliação interna, traduzidos nos Relatórios de Avaliação Institucional Interna.

ABSTRACT
The purpose of this study is to study the institutional evaluation carried out by Higher Education Institutions in compliance with the requirements of the Ministry of Education through the National System for the Evaluation of Higher Education (SINAES). It consists of the dialogue with the debate on the evaluation of higher education, regarding the reflection on the possibilities and limits of the SINAES instruments in the development of Institutional Assessment of Higher Education Institutions. In order to carry out the research, the following research questions are presented: The Internal Institutional Evaluation Reports of the State University of Goiás (UEG) are clear and present an opportunity for dissemination and use of results by the institution, have valid and reliable information and have utility For the institution, according to attributes and standards of meta-evaluation? To answer this question we present the objective of analyzing and discussing the data presented in the Internal Institutional Evaluation Reports, through the attributes and standards of the meta-evaluation. A bibliographic study will be undertaken with the theoretical deepening lines organized with focus on the conceptions of university, state evaluator, regulation, history and conceptions of institutional evaluation and meta-evaluation. Empirical research will be developed by analyzing the UEG Institutional Assessment Reports for the period 2012-2014 in relation to the standards that guide the meta-evaluation presented by the Joint Committee (1994), as the indicators that More converge with the SINAES guidelines and with theories about institutional evaluation. Content analysis will be used to describe and interpret the above reports. Trata-se de uma pesquisa teórico/analítica, de análise qualitativa. It is believed that the meta-evaluation is compatible with the need for follow-up and evaluation of the procedures and results presented by the institutional evaluation. Considering the issues raised above we present the thesis that the Meta-evaluation is a procedure for reflection and qualification of the UEG Internal Institutional Assessment. Thus, the meta-evaluation can contribute to the improvement of institutional actions by monitoring and reviewing the evaluated object, revealing the points considered as correct and the difficulties in carrying out the internal evaluation, translated in the Reports of Internal Institutional Evaluation.
