Titulo DOSSIÊ DEDS (2005 a 2014) - DÉCADA DA EDUCAÇÃO PARA O DESENVOLVIMENTO SUSTENTÁVEL: UMA ANÁLISE HISTÓRICA PELA PERSPECTIVA ESTRATÉGICA AMBIENTAL E ESSA QUESTÃO NA EDUCAÇÃO BÁSICA PÚBLICA PAULISTA

Resumo RESUMO

No Encontro do Rio de Janeiro de 1992, é proposta a Agenda 21, pela qual se reconheceu a importância da Educação para um Desenvolvimento Sustentável (EDS). Dez anos depois, em 2002, na Cimeira de Johanesburgo, recomendou-se que a Assembleia Geral da ONU considerasse a adoção de uma Década da Educação para o Desenvolvimento Sustentável (DEDS). A recomendação em tela foi acatada ainda naquele mesmo ano de 2002, quando ficou definido um período de dez anos para tal propósito: de 1º de janeiro de 2005 a 31 de dezembro de 2014. Mas nem tudo foi tão simples quanto parece. Antes mesmo de a iniciativa da ONU começar a vigorar na pretensa aplicação prática, parte dos adeptos da educação ambiental (EA) se mobilizava de modo a rechaçar a EDS, devido, entre outros aspectos, ao caráter capitalista que a revestia. Nesse contexto, a presente pesquisa teve como objetivo investigar de forma geral o percurso histórico da DEDS: de sua concepção e essência propositiva em eventos e documentos internacionais e nacionais; de modo a compilar registros e discussões que refletem diversas leituras – de debates e embates, a contribuições – sobre essa proposta da ONU, para então convergir o foco da pesquisa a partir de seu lançamento no Brasil e, especificamente, como a DEDS, à luz de uma possível proposta estratégica, foi – ou não – efetivamente levada a termo no estado de São Paulo, sobretudo em relação à rede da educação básica do governo estadual. Para tanto, a partir das diretrizes e proposições apresentadas pela DEDS, a pesquisa investiga se a educação básica pública paulista implementou ou agiu em consonância com tal iniciativa da ONU, verificando se há elementos suficientes que possam evidenciar determinado envolvimento do governo paulista com a essência programática proposta pela DEDS, cujas análises serão centradas em documentos oficiais normativos educacionais, tais como: leis, resoluções, e outros correlatados. Contudo, será reservada uma atenção especial quanto ao rol de orientações normativas relacionadas às diretrizes curriculares adotadas pela rede pública da educação básica, administrada pelo governo paulista, durante o período compreendido pela DEDS.

ABSTRACT

At the Meeting in Rio de Janeiro 1992 is proposed to Agenda 21, by which it recognized the importance of Education for Sustainable Development (ESD). Ten years later, in 2002, at the Johannesburg Summit, it was recommended that the UN General Assembly consider adopting a Decade of Education for Sustainable Development (DESD). This recommendation was accepted that same year of 2002, when it was defined a period of ten years for this purpose: from 1 January 2005 to 31 December 2014. But not everything was as simple as it sounds. Even before the UN initiative begins to take effect in the desired practical application, a share of the supporters of environmental education (EE) is mobilized to repulse the ESD, due, among other aspects, its capitalist character. In this context, the present research aimed general to investigate the historical course of the DESD: its conception and essence propositive in events and national and international documents; compiling records and discussions that reflect different readings – from debates and conflicts, to contributions – on this UN proposal, to then converge the focus of research from its launch in Brazil and, specifically, as the DESD, placed as a possible strategic proposal, was – or not – effectively carried to term in the state of São Paulo, particularly in relation to the network of basic education the state government. Therefore, based on the guidelines and proposals presented by DESD, the research investigates the basic public education administered by the state implemented or acted in line with this UN initiative, checking if there are enough elements that can evidence involvement of the state government with the programmatic essence proposed by DESD, whose analysis will focus on educational normative official documents such as: laws, resolutions, and other related. However, special attention will be reserved on the list of normative guidance related to curriculum guidelines adopted by public basic education, administered by the state government, during the period covered by the DESD.
