RESUMO
Este estudo apresenta o comportamento do Índice de Desenvolvimento da Educação de duas regiões paulistas correlacionado aos gastos por aluno-ano como proporção do PIB per capita municipal no decorrer dos anos, após a adesão ao Plano de Metas Compromisso Todos pela Educação. O objetivo geral foi analisar e discutir a ocorrência de relação entre os gastos por aluno-ano das séries iniciais do ensino fundamental com o desenvolvimento da qualidade da educação municipal representada pelo indicador de qualidade IDEB como evidência de compromisso e responsabilização com a qualidade da educação. Os objetivos específicos foram: analisar o comportamento do IDEB dos municípios frente às metas a serem cumpridas pelo sistema municipal de ensino; calcular e explicar a relação entre gasto por aluno-ano em relação ao PIB per capita e o desenvolvimento do IDEB municipal; identificar os reajustes anuais de investimento por aluno para alcance das metas do Compromisso. Trata-se de um estudo de caráter quantitativo e foram utilizados métodos estatísticos para análise da relação entre as variáveis. O eixo central das discussões foi o cumprimento das metas do IDEB mediante a adesão dos municípios à política, Plano de Metas Compromisso Todos pela Educação, com foco na qualidade da educação e no planejamento denominado Plano de Ações Articuladas com previsão de investimentos a serem realizados por aluno-ano para alcance das metas. Os resultados indicam que a política criada para fortalecer o regime de colaboração, mediante decreto para o cumprimento das metas do PDE com vistas à melhoria da qualidade da educação, não surtiu efeitos significativos para alguns municípios das regiões analisadas, visto que o número de municípios que não cumpriram as metas está aumentando no decorrer dos anos. Ficou evidenciada a correlação entre as variáveis IDEB e gasto por aluno-ano como proporção do PIB per capita para os municípios de uma região que não cumpriram suas metas e forte correlação para a segunda região como um todo. A justificativa para a baixa qualidade da educação, de uma maneira geral, é de que os recursos financeiros não são suficientes para oferta de educação de qualidade, alguns municípios trabalham com baixos valores de recursos financeiros por aluno-ano.

ABSTRACT
This study presents the behavior of the Education Development Index in two regions in São Paulo State, correlated with the spending per student a year as a proportion of the municipal GDP per capita during the years, after joining the Target Plan Everyone for Education Commitment. The general aim was to analyze and discuss the relation between spending per student a year in the initial grades of basic education and the development of the municipal education quality represented by IDEB quality indicator as evidence of commitment and responsibility to the quality of education. The specific aims were to analyze the IDEB of the municipalities across the goals to be accomplished by the municipal school system; calculate and explain the relation between spending per student a year and GDP per capita and the development of municipal IDEB; identify the annual investment increases per student to achieve the goals of the Commitment. This is a quantitative study, which used statistical methods for analysis of the variables. The central emphasis of the discussions was the fulfillment of IDEB goals through municipal adherence to the policy, Target Plan Everyone for Education Commitment, focusing on the quality of education and on the planning called Articulated Action Plan, which estimates investments for each student a year in order to achieve the goals. The results indicate that the policy designed to strengthen the collaborative, by decree for the fulfillment of PDE goals for improving the quality of education, has not shown significant effects for some municipalities in the regions analyzed, since the number of municipalities failed to meet the targets is increasing over the years. There is an evident correlation between the IDEB variables and spending per student a year, as a proportion of GDP per capita for municipalities in a region that has not accomplished their goals, and there is also a strong correlation to the second region as a whole. The reason for the low quality of education, in general, is that financial resources are not enough to quality education provision; in other words, some municipalities work with low financial resource values per student a year.
