Titulo A EDUCAÇÃO SECUNDÁRIA NO INTERIOR PAULISTA: ESTUDO HISTÓRICO SOBRE O GINÁSIO ESTADUAL DE MATÃO (1940-1965)

Resumo O ensino secundário passou por diversas transformações ao longo do século XX. Destinado prioritariamente às classes sociais economicamente privilegiadas, verifica-se que essa modalidade de ensino começou a se expandir de forma tímida a partir da Era Vargas. Com a redemocratização do país, intensificou-se o ritmo de expansão na criação de ginásios oficiais para atender a uma demanda social crescente que via na escola secundária um meio de ascensão socioeconômica. No Estado de São Paulo, a expansão da rede de estabelecimentos secundaristas se deu em dois momentos: o primeiro, a partir da década de 1930, onde o Estado, chefiado pelos Interventores Federais, contou com a contrapartida dos Municípios para a criação dos seus ginásios oficiais; o segundo, a partir do fim da Era Vargas, com o restabelecimento do Poder Legislativo e, por conseguinte, da ação dos deputados estaduais, que viam na escola secundária uma grande oportunidade política. Partindo desse aspecto importante, porém pouco investigado na historiografia da educação paulista, procuramos nesta reflexão analisar como se estabeleceram as relações entre o poder público municipal e o estadual na difusão da educação secundária. O estudo incide, portanto, no exame da criação e nas mudanças institucionais do primeiro Ginásio Estadual da cidade de Matão, atualmente denominado Escola Estadual Professor Henrique Morato, permitindo-nos compreender o jogo político implicado entre os anos de 1940 e 1965. Adotamos, para uma melhor compreensão deste objeto de estudo, o arcabouço teórico da História Política e História Cultural, utilizando-se da história das instituições escolares e da história local, além dos trabalhos de Roger Chartier sobre o conceito de representação, norteando a análise documental. Para esta investigação foram utilizados como fontes os artigos publicados no jornal A Comarca, as Atas da Câmara Municipal de Matão, os Decretos, Portarias e Editais da Prefeitura Municipal dessa cidade, os Relatórios do Recenseamento Geral do Brasil produzidos pelo IBGE entre 1940 e 1964, a Legislação Educacional, os processos que deram origem aos Projetos de Lei da Assembleia Legislativa do Estado de São Paulo referentes ao estabelecimento de ensino em questão, bem como documentos escolares (livros de atas, prontuários dos alunos, livros de matrículas) deste. Essa documentação levou-nos a perceber que os atores políticos tiveram um papel decisivo na difusão do secundário, e o fizeram de forma estratégica e alinhada aos municípios, utilizando-se da demanda social pela escola secundária como artifício político em benefício próprio. Constatamos ainda que o restrito acesso ao Ginásio Estadual de Matão era uma realidade da época, devotando-lhe um caráter seletivo perante a sociedade local; entretanto, agregado a esse caráter, o rigor e o elevado índice de evasão escolar presentes no cotidiano dessa escola podem ser vistos como fatores determinantes na manutenção dessa representação social da escola. Desse modo, pretendemos compreender e aprofundar com esse estudo, como se deu a expansão da escola secundária do interior do Estado de São Paulo à época estudada, qual sua representação para a sociedade matonense e como os atores políticos, a partir dessa visão dos munícipes, tiravam proveito da situação para manter-se no poder.

ABSTRACT

The secondary education has undergone several transformations over the twentieth century. Aimed primarily at those economically privileged social classes, it appears that this type of education began to expand so deficient from Vargas’ era. With the democratization of the country, as a means of socioeconomic rise, official secondary schools were created and stepped up the pace of expansion to meet the growing social demand. In the State of São Paulo the expansion of the network in secondary schools took place in two moments: the first one, from the decade of 30, when the Federal Government, headed by Federal Interventionists, featured the return of municipalities for the creation of their official secondary schools. The second, from the end of Vargas’ era, with the restoration of the State Legislature and therefore the action of the State Legislators, who saw a great political opportunity in the secondary school. Based on this important aspect, however, with little investigation to the historiography of State of São Paulo education, we analyze how this reflection settled the relations between the State and municipal public power in the diffusion of secondary education. The study focuses, therefore, on the examination of creation as well as institutional changes of the first secondary school in the city of Matão, currently named Escola Estadual Professor Henrique Morato, who could help us to understand the implied political game between the years 1940 and 1965. We adopted for a better understanding of this object of study, the theoretical foundation of the Political History and Cultural History, which using the History of Educational Institutions and local history besides the work of Roger Chartier on the concept of representation, and guiding the documentary analysis. This investigation was used as the source of the articles published in the county newspaper named A Comarca, the minutes of the Câmara Municipal de Matão, decrees, edicts and ordinances of the City Hall of Matão, the reports of the census of Brazil provided by IBGE produced between 1940 and 1964, the educational legislation, the processes that gave origin to that of Assembleia Legislativa de São Paulo Projects for the educational establishment in question, as well as school documents (books, records, student records, registration books). This documentation led us to realize that the political scenario played a decisive role in the diffusion of the secondary and did it so strategically aligned to the counties, who uses the social demand for secondary school as a political artifice in its own benefit. It is well known that the restricted access to the Ginásio Estadual de Matão was a reality of that time devoting it a distinctive character before the local society, however, added to that character, rigor and selectivity present in the daily life of that school can be seen as determining factors in maintenance of such social distinction, given the high dropout rate. Thereby, we intend to deepen understanding this study in below mentioned aspects, how the expansion of the secondary school in the State of Sao Paulo was for study period, whom was it represented for to the society of Matão and how the members of the political scenario, from the view of the county citizens, took the advantage of the situation to stay in in Power.
