| Resumo |
A presente pesquisa toma como objeto de estudo a cultura da paz, entendida como um fenômeno social, um conceito institucionalmente desenvolvido e ainda enquanto um elemento discursivo, apropriado de maneiras distintas, com vistas a objetivos distintos. O objetivo do trabalho é conduzir uma investigação acerca do cenário internacional e dos elementos históricos que contribuíram para a elaboração do conceito de cultura da paz, bem como onde e por quais motivos ele foi concebido. Com isso, torna-se possível ainda refletir a respeito do significado histórico da cultura da paz. Uma vez identificado o processo de idealização e construção da cultura da paz por meio da investigação do período histórico em que se situa, a pesquisa estende o seu objetivo de modo a analisar a extrapolação do conceito de cultura da paz em nível global, para além do espaço compreendido pelas Nações Unidas. Para tanto, propõe-se um levantamento da atuação da UNESCO no processo de condução internacional da cultura da paz, por meio de seu programa de ação junto à Assembleia Geral da ONU, de maneira a compreender a interação e contextualização do tema junto às múltiplas agendas internacionais. Assim, escopo da pesquisa não se reduz apenas à análise da elaboração do conceito de cultura da paz enquanto instrumento de ação e tema de interesse da ONU e UNESCO, mas também à análise dos elementos extratextuais que compõem o seu entorno. A compreensão do contexto histórico em que a cultura da paz foi concebida, bem como dos temas e dinâmicas do cenário internacional em questão, abrem caminho para uma reflexão acerca da temática da paz enquanto corrente de pensamento, englobando a articulação entre paz, guerra e violência, que ora se alternam, ora se interpõem em elementos discursivos de Estados, organizações e sociedade civil.. Assim, a pesquisa assume ainda como objetivo investigar a cultura da paz enquanto instrumento de agir social, determinado histórica e socialmente, tendo como referencial principal o aporte teórico de Karl Mannheim e sua proposta de Sociologia do Conhecimento, complementado pelas contribuições de Robert Merton, Peter Berger e Thomas Luckmann.

ABSTRACT
This research takes as its subject the culture of peace, understood as a social phenomenon, an institutionally developed concept and also a discursive element, used in several distinct ways, towards different purposes. The goal of this work is to conduct an investigation about the international scenery and the historical elements that contributed to the elaboration of the concept of culture of peace, as well as where and why it was conceived. So, it is still possible to reflect about the historical meaning of the culture of peace. Once the process of idealization and construction of the culture of peace is identified through the investigation of the historical period it is situated, this research spreads its goal in order to analyze the extrapolation of this concept in a global dimension, beyond United Nations ambit. Therefore, it is proposed to study UNESCO’s performance in conducting a global action programme for the culture of peace, in a partnership with General Assembly, in order to comprehend the interaction and contextalization of this theme within multiple international agendas. This way, the scope of the research is not reduced to the analysis of the elaboration of the culture of peace concept as an instrument of action and theme of interest, but also to the analysis of extratextual elements related to it. The comprehension of the historical context in which the culture of peace was created, as well as themes and international dynamics, enables the research to propose a reflection about peace as a current of thought that involves peace, war and violence alternated in discursive elements of States, organizations and civil society. Finally, this work takes as subject the investigation of culture of peace as an instrument of social acting, historically and socially established, using as main theoretical background Karl Mannheim’s Sociology of Knowledge, complemented by the contributions of Robert Merton, Peter Berger and Thomas Luckmann.
