| Resumo |
O problema da moradia no Brasil é uma questão secular que esbarra na incapacidade do Estado e do mercado em prover moradia e da dificuldade de acesso a terras, sobretudo, para a população de baixa renda. Nem mesmo as políticas habitacionais foram capazes de lidar de maneira adequada com o problema, que só se agrava com a crise econômica e com as medidas austeras do governo que inibem a atuação do Estado. Esse cenário suscita soluções alternativas como as Tecnologias Sociais de habitação do Banco de Tecnologias Sociais (BTS) da Fundação Banco do Brasil (FBB), que são os produtos, técnicas ou metodologias reaplicáveis, desenvolvidas em interação com a comunidade, e que representam efetivas soluções de transformação social. Nesse sentido, o objetivo geral deste trabalho é identificar e analisar como as TS da FBB do campo da habitação podem ser de reaplicadas no município de Araraquara – São Paulo. Ademais, tem como objetivos específicos estudar a situação das políticas habitacionais no Brasil, relacionar os conceitos de Habitação e TS, e investigar as potencialidades de reaplicação das TS de habitação da FBB no território de Araraquara – SP. A investigação se justifica pela relevância da moradia adequada para a transformação social e a promoção de retornos econômicos e sociais às famílias, bem como, por se tratar de um direito humano universal. A problemática a ser tratada é: quais as potencialidades de reaplicação das TS do campo da habitação da FBB para amenizar o déficit habitacional do município de Araraquara – SP? A hipótese central é que tais tecnologias possuem potencial de reaplicação significativo por subsidiarem ações no campo da habitação relacionadas com o protagonismo social, a autoconstrução coletiva, a experimentação, a crítica social, à orientação e execução das obras, a minimização de desperdícios, a busca por alternativas de baixo custo e sustentabilidade. O texto será referenciado nas construções teóricas de Dagnino e Caccia-Bava que formarão o marco teórico conceitual. A dissertação está estruturada em três capítulos. No primeiro, são utilizados livros e textos que tratam da formação e da atual situação das políticas habitacionais no país. No que concerne ao segundo capítulo, foram realizadas discussões referentes ao marco conceitual das TS. Ademais são elencadas as TS de habitação da FBB, descrevendo as iniciativas a partir das suas propostas e características. Com relação ao terceiro capítulo, inicialmente foi traçado um breve perfil socioeconômico e da questão habitacional do município. Posteriormente, fez-se uma caracterização da demanda social por habitação através de dados fornecidos pela prefeitura do município. Para tal, lançou-se mão do cadastro municipal de habitação, que gera um banco de dados com o propósito de realizar um diagnóstico do déficit habitacional e nortear os programas. Por fim elaborou-se um plano de uso das TS a partir das suas potencialidades.

ABSTRACT
The housing problem in Brazil is a secular issue that bumps into the inability of the state and the market to provide housing and the difficulty of access to land, especially for the low-income population. Even housing policies have not been able to deal adequately with the problem, which only gets worse with the economic crisis and the austere government measures that inhibit state action. This scenario evokes to alternative solutions such as the Housing Social Technologies of the Database of Social Technologies (BTS) from Banco do Brasil Foundation (FBB), which are the reapplicable products, techniques or methodologies developed in interaction with the community that represent effective solutions for social transformation. In this sense, the general objective of this work is to identify and analyze how the TS from FBB housing field can be reapplied in the municipality of Araraquara - São Paulo. In addition, its specific objectives are to study the situation of housing policies in Brazil, to relate the concepts of Housing and TS, and to investigate the potential for reapplication of housing TS from FBB in the territory of Araraquara - SP. The research is justified by the relevance of adequate housing for social transformation and the promotion of economic and social returns to families, as well as because it is a universal human right. The problematic is: what are the potentials for reapplication of TS from the housing field of FBB to soften the housing deficit of the municipality of Araraquara - SP? The central hypothesis is that such technologies have significant potential for reapplying by subsidizing actions in the housing field related to social protagonism, collective self-construction, experimentation, social criticism, the orientation and execution of works, the minimization of waste, the search for low cost and sustainable alternatives. The text will be referenced in the theoretical constructions of Dagnino and Caccia Bava that will form the conceptual theoretical framework. The dissertation is structured in three chapters. In the first, books and texts are used that deal with the formation and the current situation of housing policies in the country. Regarding the second chapter, discussions were held concerning the conceptual framework of the TS. In addition, the housing TS from FBB are listed, describing the initiatives based on their proposals and characteristics. Regarding the third chapter, a brief socioeconomic profile and the housing issue of the municipality were initially drawn. Subsequently, the social demand for housing was characterized by data provided by the municipality. To this end, we used the municipal housing registry, which generates a database for the purpose of diagnosing the housing deficit and guiding the programs. Finally, a plan of use of the TS was elaborated from its potentialities.
