RESUMO
A presente pesquisa “O pior cego é aquele que só vê a bola”: os cartolas da CBF e a confusão público-privado no Brasil objetiva elaborar uma interpretação sociológica sobre os agentes políticos, os valores sociais e as formas de sociabilidade que permeiam a sociedade brasileira. O objeto de análise estará centrado, em especial, sobre a classe dirigente do futebol, tendo como estudo de caso a análise acerca da CBF (Confederação Brasileira de Futebol) e de seus dirigentes. A pesquisa visa problematizar a atuação e interesses dos “cartolas1 da CBF” enquanto instituição privada, assim como compreender os princípios que orientaram o “modus operandi” desses dirigentes no controle de um bem público nacional, o futebol brasileiro. Metodologicamente, portanto, opera-se uma interpretação sociológica, a partir dos conceitos de Patrimonialismo e Habitus, dessa questão, dos valores sociais que orientam as práticas dos agentes políticos e grupos dirigentes no Brasil, ou seja, como as relações de poder estabelecidas pelos “cartolas da CBF”, ao longo da trajetória histórica dessa instituição, nos permitem ampliar a compreensão de uma característica indelével da cultura política nacional: a notória confusão público-privado.

1 Chamam-se ‘cartolas’ os responsáveis pelos times e pela organização dos torneios de futebol no Brasil, uma vez que constituem a classe dirigente das entidades que comandam o futebol nacional. Esses personagens polêmicos, que até hoje comandam a esfera financeira e política do esporte, quase sempre são acusados de explorar jogadores e ganhar fortunas com o futebol. O termo vem da imagem dos endinheirados donos de clubes que, no Brasil do início do século XX, assistiam aos jogos sempre com a cabeça coberta por cartolas, parte fina e elegante do figurino masculino do período.
ABSTRACT
The present research “The worst blind person is the one who only sees the ball: the CBF top hats and the public-private confusion in Brazil” aims to develop a sociological interpretation of political agents, social values and forms of sociability that permeate society Brazilian. The object of analysis will focus, in particular, on the football ruling class, taking as a case study the analysis of the CBF (Brazilian Football Confederation) and its directors. The research aims to problematize the actions and interests of the “CBF top hats2” as a private institution, as well as understanding the principles that guided the “modus operandi” of these directors in controlling a national public good, Brazilian football. Methodologically, therefore, a sociological interpretation is made, based on the concepts of Patrimonialism and Habitus, of this issue, of the social values that guide the practices of political agents and leading groups in Brazil, that is, as the power relations established by “ CBF top hats”, throughout the historical trajectory of this institution, allow us to expand our understanding of an indelible characteristic of national political culture: the notorious public-private confusion.

2 Those responsible for the teams and the organization of football tournaments in Brazil are called 'top hats', since they constitute the ruling class of the entities that command national football. These controversial characters, who to this day command the financial and political sphere of sport, are almost always accused of exploiting players and making fortunes from football. The term comes from the image of wealthy club owners who, in Brazil at the beginning of the 20th century, always watched games with their heads covered in top hats, a thin and elegant part of the men's costume of the period.
