RESUMO
O Sistema Estadual de Museus de São Paulo (SISEM-SP) é um órgão da Secretaria da Cultura que tem como objetivo articular, organizar e elaborar políticas museológicas para o Estado de São Paulo. Criado em 1986, o primeiro Sistema Estadual de Museus do país chegou a anteceder a criação do Sistema Nacional de Museus. Em 2012, após pouco mais de 25 anos de atuação, o SISEM-SP iniciou um processo de reestruturação institucional pelo qual criou o Grupo de Representantes Regionais de Museus concebido com o objetivo de promover a participação da comunidade museológica na discussão, articulação e qualificação das ações promovidas pelo Sistema. Por meio de um debate teórico dos estudos sobre representação política, a pesquisa levanta um questionamento acerca dessa modalidade institucional de participação desenvolvida no interior do SISEM-SP no sentido de compreender se os objetivos que motivaram a criação do grupo de representantes regionais estão sendo atingidos. O trabalho objetiva responder às seguintes questões: se o Grupo foi criado no intuito de ampliar os canais de comunicação entre o Estado e os museus do estado de São Paulo, incentivando uma discussão participativa com a sociedade por meio da representação dessas instituições, quanto desses objetivos estão sendo cumpridos? É possível dizer que as instituições museológicas do estado de São Paulo estão sendo, de fato, representadas? De que forma se dá essa representação e o que a legitima? Nosso objetivo principal foi compreender essas relações de representação, tanto dos representantes com seus representados, quanto dos representantes com o Estado, no intuito de verificar se o Grupo cumpre com a proposta a partir da qual ele foi criado. E isto foi feito por meio de pesquisa bibliográfica sobre as políticas museológicas, da literatura que trata dos temas da representação política, da análise de documentos e dados constantes nos arquivos da Secretaria da Cultura sobre a criação, formação e atuação do Grupo de Representantes Regionais e de entrevistas e questionários realizados com representantes do Grupo e SISEM-SP.

ABSTRACT
The State System of Museums of São Paulo (SISEM-SP) is an organ of the Secretariat of Culture whose objective is to articulate, organize and elaborate museological policies for the State of São Paulo. Created in 1986, the first State System of Museums of the country reached an antecedent the creation of the National System of Museums. In the year 2012, after more than 25 years of operation, SISEM-SP started a process of institutional restructuring in wich was created the Group of Regional Representatives of Museums, conceived with the aim of promoting the participation of the museological community in the discussion, articulation and qualification of the actions promoted by the System. Through a theoretical debate on studies on political representation, the research raises a question about this institutional modality of participation developed within the SISEM-SP in order to understand if the objectives that motivated the creation of the group of regional representatives are being reached. The purpose of this paper is to answer the following questions: whether the Group was created in order to broaden the channels of communication between the State and the museums of the state of São Paulo, encouraging a participatory discussion with society through the representation of these institutions, are these objectives being fulfilled? Is it possible to say that the museological institutions of the state of São Paulo are, in fact, represented? In what way this representation happens and what legitimizes it? Our main objective was to understand these relations of representation, both of the representatives with their represented, and of the representatives with the State, in order to verify if the Group complies with the proposal from which it was created. This was done through bibliographical research on museological policies, literature dealing with issues of political representation, analysis of documents and data contained in the archives of the Culture Secretariat on the creation, formation and performance of the Group of Regional Representatives and interviews and questionnaires with representatives of the Group and SISEM-SP.
