| Resumo |
RESUMO
O objeto desta pesquisa é a participação do Poder Legislativo Uruguaio na formulação da política externa do seu país, com enfoque, sobretudo, nas Comissões de Assuntos Internacionais (Câmara de Representantes e Senado), no que se refere especificamente aos projetos integracionistas sul-americanos nos quais o país participa, com destaque à União de Nações Sul-Americanas (UNASUL) e ao Mercado Comum do Sul (MERCOSUL) e à Comunidade dos Estados Latino-Americanos e Caribenhos (CELAC), no recorte de 2000 a 2016. A pesquisa tem como fonte primária as versões taquigráficas do Legislativo daquele país e como secundária uma bibliografia que trata do objeto e do universo que o circula. Assim, esta pesquisa, de maneira inicial, apresenta a metodologia, com destaque aos conceitos (de regionalismo, integração regional e política externa), abordagens (Construtivismo Social e Neofuncionalismo) e o universo empírico. Ademais, em uma segunda etapa, uma rápida digressão da realidade política uruguaia e a relação com a integração regional. A partir da terceira parte (dividida em dois capítulos) a pesquisa traz uma análise do papel das Comissões da Câmara de Deputados uruguaia e do Senado na colaboração/participação/formulação da política exterior do país, com especial atenção ao tema da integração regional. É objetivo também apresentar a posição dessa instituição plural em relação aos principais processos e projetos de integração regional nos quais o Uruguai participa e as concepções de inserção internacional/ integração regional que se apresentam no interior dessa casa legislativa. Finalmente, dentro do sistema político-partidário uruguaio, a pesquisa teve como norte evidenciar o grau de abertura que dispõe o Congresso Nacional e sua relação com o executivo dentro da temática, desvelar sua atuação e o tipo de participação na elaboração da política externa. Finalmente, à guisa de apresentação de conclusão, a pesquisa revela que a participação dos membros do Legislativo, na elaboração da política externa, é relativamente pequena e dispõe de pouca abertura efetiva. Entretanto, dada as nuances do Sistema Político e partidário do Uruguai, não implica que não seja importante.

ABSTRACT
The subject of this research is the participation of the Uruguayan Legislative Branch in the formulation of the foreign policy of its country, focusing, above all, on the International Affairs Committee, specifically with regard to the South American integration projects in which the country participates, the Union of South American Nations (UNASUR) and the Common Market of the South (MERCOSUR) and the Community of Latin American and Caribbean States (CELAC), in the cut from 2000 to 2016, having as its primary source the shorthand versions of the Legislative parents. Thus, the objective of this qualification work is to present the methodology, with emphasis on concepts (regionalism, regional integration and foreign policy), approaches (Social Constructivism and Neofunctionalism) and the empirical universe. The text also presents a brief digression of the Uruguayan political reality and the relation with the regional integration. Finally, an analysis is made of the role of the Uruguayan Chamber of Deputies in the collaboration / participation / formulation of the country's foreign policy, with special attention to the theme of regional integration. It is also intended to present the position of this institution in relation to the main processes and projects of regional integration in which Uruguay participates and the conceptions of regional integration that are presented inside this legislative house. In addition, within the Uruguayan political-party system, to show the degree of openness that the National Congress has and its relationship with the executive within the thematic. Soon, to unveil its performance and the type of participation in the elaboration of foreign policy. Finally, as part of the presentation of partial results, it should be noted that the participation of Members in the elaboration of foreign policy is relatively small and has little effective opening.
