RESUMO
O objetivo deste trabalho é discorrer acerca do Programa Nacional de Direitos Humanos (PNDH) analisando, além da sua importância para a promoção dos direitos humanos no Brasil, as proposições e medidas, presentes no PNDH-3, que conseguiram ser implementadas. Esta pesquisa parte da hipótese de que o tema dos direitos humanos não é prioritário para grande parte dos congressistas, o que será mostrado por meio do posicionamento de alguns deles sobre temas referentes aos direitos humanos. Além de sua efetividade, será verificado o modo como interesses particulares se sobrepõem aos coletivos, desfigurando princípios democráticos presentes na Constituição de 1988. O estudo do Programa Nacional de Direitos Humanos justifica-se na medida em que permitirá refletir sobre o contexto de construção dos direitos humanos no Brasil, contribuindo para os estudos da formação da cidadania brasileira. Quanto à metodologia, esta pesquisa trará, primeiramente, uma pesquisa bibliográfica sobre a temática em pauta com o objetivo de resgatar o contexto histórico que possibilitou o debate em torno da questão dos direitos humanos e da justiça no Brasil. Em segundo lugar, outras fontes serão utilizadas para ampliar o entendimento sobre o debate travado em torno da temática dos direitos humanos e da justiça no Brasil. Por esse viés, serão considerados os acervos de dois jornais: O Estado de S. Paulo e a Folha de S. Paulo, disponibilizados nos sites http://acervo.estadao.com.br/ e http://acervo.folha.com.br/. Utilizou-se do recurso da palavra-chave – PNDH – para busca de arquivos. O período que corresponde à busca é de 01/01/1995 até 30/05/2014. O objetivo deste recorte temporal está relacionado à necessidade de buscar apreender todos os artigos e reportagens publicados um ano antes da primeira edição do PNDH até o período mais recente, para acompanhamento das medidas dos programas que foram implementadas. Além dos jornais também será utilizado, para verificar as propostas do programa que foram implementadas, o site da SDH (Secretaria de Direitos Humanos), http://www.pndh3.sdh.gov.br/portal, que mantém um observatório, trazendo informações sobre a execução das ações programáticas previstas no PNDH-3.

ABSTRACT
The objective of this work will be discuss about the “Programa Nacional de Direitos Humanos” (PNDH) analyzing, besides your importance for the promotion of human rights in Brazil, the propositions and measures, contained in PNDH-3, that it can be implemented. This research starts from the hypothesis that the issue of human rights is not a priority for most of the congressman. We will seek to show that set up the context of intense dispute. Besides your effectiveness, also will be verified the way how the particular interests overlaps in the collective order, by defacing the democratic principles present in the constitution of 1988. The study of “Programa Nacional de Direitos Humanos” is justified according as will allow to reflect about the context of the construct of human rights in Brazil, contributing for the studies of the formation of Brazilian citizenship. How about of the methodology, this project will bring, firstly, a bibliographical research about the thematic referred with the objective redeem the historical contexts that enabled the debate about the issue of the human rights in Brazil. Secondly, others source will be used for widen the understanding about the discussion that makes about of the human rights issues and justice in Brazil. By this bias, it will be considered the two newspaper´s archive: O Estado de São Paulo and the Folha de São Paulo, made available on sites http://acervo.estadao.com.br/ and http://acervo.folha.com.br/. We used the keyword resource- PNDH, in this research- for the search files. The period that matches to the search is from 01/01/1995 until 05/30/2014. The purpose of this temporal cut is associated to the need seek get all the newspaper article and news reports published one year before of the first PNDH edition until the most recent period, for monitoring the measures of the programs that have been implemented. Besides the newspaper, it will be used too, to check the program proposals that were implemented, the site SDH ( Human Rights Secretary, in the portuguese abbreviation), http://www.pndh3.sdh.gov.br/portal, that keep a observatory, bringing informations about the execution of the programmatic actions provided on PNDH-3.
