| Resumo |
A tese apresenta uma análise das atividades da CUT durante o governo Lula (2003-2010), para verificar como se configura a representação da Central, em comparação com outras conjunturas. Como questão central perguntamos se a institucionalização do sindicalismo brasileiro, aprofundada nos anos 2000 com o governo do PT, tem resultado em crescimento da intervenção social destas organizações, de modo a permitir a superação do defensivismo e da crise de representatividade que se abateu na década anterior. A partir do estudo de campo, identificamos mudanças no padrão de representação da CUT, sustentados pelo discurso de radicalização da democracia que evidencia o aprofundamento do processo de institucionalização. Ao mesmo tempo observamos um maior grau de autonomia da Central em relação ao grupo de representados. Os reflexos aparecem em novas características de mobilização, com pouca adesão, e na frustração dos objetivos cutistas em uma conjuntura aparentemente favorável ao sindicalismo. Desta maneira, somos levados a concluir que, após os anos 2000, a capacidade representativa da CUT continua sujeita a dilemas como a vontade política de governos, um indício de que a crise não foi superada.

ABSTRACT
The thesis presents an analysis about CUT activities during Lula's government (2003-2010), to check how configures the Central representation, compared with other scenarios. As a central issue we ask if the institutionalization of the Brazilian labor movement, deepened in the 2000s with the PT government, has resulted in the growth of the social intervention of these organizations able to overcoming the defend trend and the crisis of representation that has fallen in the previous decade. From the field study, we identified changes in the representation CUT standard, supported by the "radical democracy" discourse what shows the deepening of institutionalization process. At the same time we observed a greater degree of autonomy about Central in relation to group represented. The reflections appear in new features to mobilize, with low compliance, and the frustration of goals CUT in a situation apparently favorable to unionism. Thus, it leads us to conclude that after the year 2000, CUT's level of representativeness remains subject to dilemmas such as political will of governments, an indication that the crisis was not overcome.
